· All vehicles parking on campus are required to display a WKU parking permit. Visitors may use a visitor permit in conjunction with the state issued disability placard or plate. Faculty and staff will be issued a Tier #1 WKU Disability Parking permit and students will be issued a Tier #2 WKU Disability parking permit.
· Following are guidelines and procedures for WKU visitors, employees, and students needing a WKU disability parking permit. Please contact Parking & Transportation Services at (270)745-2361 with any additional questions.
Audience Customers requiring disability parking or transit service on campus.
Definitions State Issued Disability Credentials – Department of Motor Vehicle disability records in the form of a license plate registration or placard, with corresponding placard registration, issued in the name of the disabled customer.
Policy Details Background
• Reserved disability parking spaces designated for students and faculty/staff with disabilities are intended for those with severe mobility impairment, as defined in the U.S. Code, Public Law 100-641, November 9, 1988, Part 655 Sub Part H, Uniform System for Handicap Parking.
• Employees and students with disabilities must register their vehicles with PTS in person in order to verify ownership of state issued disability credentials. This requirement is needed to protect the use of disability parking for those who are qualified to use it.
General Permit Requirements
• In general, WKU parking permits are required to park on campus during enforcement hours, Monday – Friday, 7:00am – 4:30pm. See “Evening Parking Policy” for permit requirements in the evening.
• During permit enforcement hours, a WKU disability permit must be displayed in conjunction with state issued disability credentials to park in disability parking spaces on campus.
• To obtain a WKU disability permit from Parking and Transportation Services, disabled customers must present current state issued disability credentials.
• To assist with mobility needs, registered disabled customers have full access to free transit services including the para-transit shuttle.
Visitors
• One day visitor parking permits are available at the PTS office for $2.
• For access to disability reserved spaces, the state issued disability credentials must be visible along with the WKU visitor permit.
• Additional visitor parking and shuttle accommodations are outlined in the Visitor Parking policy.
WKU Faculty & Staff – Tier #1 Disability Permits
• To obtain an annual or temporary WKU disability permit from Parking and Transportation Services, disabled faculty and staff must present current state issued disability credentials.
o Contact the state Division of Motor Vehicles to obtain state issued credentials.
• Faculty & Staff are issued WKU Tier #1 Disability permits.
o Faculty & Staff with permanent disabilities and credentials are issued annual Tier #1 Disability permits.
o Faculty & Staff with temporary disabilities and state issued credentials are issued temporary Tier #1 dashboard permits with an expiration date corresponding to the state issued credentials.
• Tier #1 Disability permits allow parking in the following areas:
o Any designated disability space on campus.
• Please note: The disability spaces in the Health Center client parking lot are reserved for Health Services clients.
o Any non-reserved parking space on campus; that is, spaces not otherwise restricted by yellow lines, postings, gates or any reserved or numbered spaces.
o Any available time limit spaces or metered spaces for two (2) hours plus the time allotted for other users as stated in KRS 186.042(5).
• When parking on campus, both the WKU Tier #1 Disability Permit and the state issued disability credentials must be displayed and visible.
o State disability placards may hang from the rearview mirror behind the WKU disability permit or be displayed on the dashboard.
o The annual WKU disability permit should hang from the rearview mirror.
o The temporary disability permit should be displayed on the dashboard.
• To assist with mobility needs, registered disabled faculty and staff have full access to free transit services including the para-transit shuttle.
WKU Students – Tier #2 Disability Permits
• To obtain an annual WKU disability permit from Parking and Transportation Services, disabled students must present current state issued disability credentials.
o Contact the state Division of Motor Vehicles to obtain state issued credentials.
• Students are issued WKU Tier #2 Disability permits.
o Students with permanent disabilities and credentials are issued annual Tier #2 Disability permits.
o Students with temporary disabilities and credentials are issued a temporary Tier #2 dashboard permit with an expiration date corresponding to the state issued credentials.
• Tier #2 Disability permits allow parking in the following areas:
o Designated disability spaces in any Housing, Commuter, or All Permits zone. This includes all disability parking within PS1 and PS2.
• Please note: The disability spaces in the Health Center client parking lot are reserved for Health Services clients.
o Any non-reserved parking space within the Housing, Commuter, or All Permits zone; that is, spaces not otherwise restricted by yellow lines, postings, gates or any reserved or numbered spaces.
o The following parking locations are marked as Housing, Commuter or All Permits zones and include designated disability spaces that are convenient to WKU Topper Transit bus stops:
• Adams Street Lot
• Avenue of Champions, Housing Zone Section
• Barnes Lot
• Chestnut Street South Lot
• Chestnut Street North Lot
• College Heights Blvd Lot
• Creason Lot
• Hugh Poland Lot
• Kentucky Street Lot
• McLean Service Drive
• McCormack Visitor Lot
• Minton Circle
• Minton Hall Lot

• Pearce Ford Tower Lot
o Any available time limit spaces or metered spaces for two (2) hours plus the time allotted for other users as stated in KRS 186.042(5).
o Please Note: When Topper Transit is not running full service, such as during the summer, severe weather, or winter term, Tier #2 permits are honored in all disability reserved spaces in all faculty/staff designated lots.
o Faculty/staff parking is open to all permits between 4:30 PM and 7:30 AM Monday - Friday. All Tier #2 permits are honored in all disability spaces during this time.
• When parking on campus, both the WKU Tier #2 Disability Permit and the state issued disability credentials must be displayed and visible.
o State disability placards may hang from the rearview mirror behind the WKU disability permit or be displayed on the dashboard.
o The annual WKU disability permit should hang from the rearview mirror.
o The temporary disability permit should be displayed on the dashboard.
• To assist with mobility needs, registered disabled students have full access to free transit services including the para-transit shuttle.
Temporary Medical Accommodations
• No WKU Tier #1 Disability parking permits can be issued without permanent or temporary state issued credentials.
• For medical accommodations without state issued credentials:
o Documentation from the attending physician stating the nature of the illness or injury and the expected time period that premium access is needed is required.
o Temporary permits are issued for up to six weeks at a time.
o Should the temporary permit expire and accommodations are still needed, another current letter from the physician is required to extend medical accommodations.
o Maximum combined temporary parking for a medical accommodation is limited to 12 weeks.
• Temporary Premium parking permit may be issued to faculty & staff as a medical accommodation.
o Parking privileges correspond to a Premium parking permit.
• Temporary Tier #2 disability permits may be issued to faculty, staff or students as a medical accommodation.
o Parking privileges correspond to a Tier #2 Disability permit.
• To assist with mobility needs, registered customers with temporary medical accommodations have full access to free transit services including the para-transit shuttle.
Topper Transit and Para-Transit Service
• All WKU transit buses are ADA equipped and may accommodate the needs of persons with a temporary or permanent disability.
• Please refer to the Transit section of our website, www.wku.edu/transportation/ for more details on transit routes, schedules, and stop locations. This is a free service available Monday through Friday, 7:20 AM – 9:00 PM.
• Disabled customers who are registered with PTS may utilize the WKU Para-transit service. Call 270-745-2361 for more details.
Review Procedure
• Any person who disagrees with the recommendation of Parking and Transportation Services regarding the issue of a Tier #2 Disability parking permit, temporary parking accommodations or eligibility for para-transit service may request review of the decision by the Office for Equal Opportunity/504/ADA Compliance.
• A request for review must be in writing and must be delivered to PTS. The request shall state the reasons why the party is requesting review and modification of the recommendation and may also contain any additional information the party wishes to submit for consideration. PTS may also submit any additional information for consideration, with a copy to the party requesting review.
• Every effort shall be made to review the recommendation in a timely and expeditious manner. The Office for Equal Opportunity/504/ADA Compliance may request a personal appearance by the person requesting the review. The decision shall be the final decision. Notification of a decision shall be in writing, provided to PTS and the person requesting the review.
Visitors with Disabilites
· One-day visitor parking permits are available at the Parking & Transportation Services office located at 578 Campbell Lane, just behind Carroll Knicely Conference Center. Business hours are 7:30am – 4:30pm, Monday – Friday. Visitor permits are also available from the WKU Welcome Center located on the first floor of the Kentucky Building, 7:30am – 4:00pm, Monday – Friday. For access to disability reserved spaces, the state issued placard or license plate must be visible along with the WKU visitor parking permit.
Vehicle Registration and Parking for Employees and Students with Disabilities
· The transportation needs and parking arrangements for persons with disabilities are important concerns at Western Kentucky University. Reserved parking spaces designated for students and faculty/staff with disabilities are intended for those with severe mobility impairment, as defined in the U.S. Code, Public Law 100-641, November 9, 1988, Part 655 Sub Part H, Uniform System for Handicap Parking.
· Employees and students with disabilities will need to register their vehicles with Parking & Transportation Services in person. Online registration is not currently available, but online renewal may be available if your registrtion has not expired. This is necessary in order to verify ownership of the state issued placard or plate.
Faculty and Staff with Disabilities
· Faculty and staff will be issued a Tier #1 WKU Disability Parking Permit. This permit enables the holder to park in any space designated for the disabled on campus or any other regular, non-restricted space. It will also allow you to park in available time limit spaces or metered spaces two (2) hours plus the time allotted for other users as stated in KRS 186.042(5). Please take notice that this does not allow parking in the reserved spaces for patients only in the Student Health Services parking area. You must apply first for a Disability Parking Permit placard from the Division of Motor Vehicles. You must then take the placard and the accompanying registration information to Parking & Transportation Services for application. You will be issued a WKU Tier #1 Disability Parking Permit indicating your eligibility to park in any designated disability space on campus; that is, the lots not otherwise restricted by yellow lines, postings, or any reserved or numbered spaces. The WKU Tier #1 parking permit must be displayed from the rearview mirror and the state issued placard displayed on the dashboard, or behind the WKU Tier #1 permit on the rearview mirror.
Students with Disabilities
· Students will be issued a Tier #2 WKU Disability Parking Permit. This permit enables the holder to park in any space designated for the disabled that is located in any Housing or Commuter zoned parking lot. This includes the disability reserved spaces in all of Parking Structure #1 and Parking Structure #2, McLean Service Drive and in front of Bowling Green Community College. It does not include the disability reserved spaces in Virginia Garrett Loop, the Academic Complex Service Drive, or in the Thompson Service Drive. It will also allow you to park in available time limit spaces or metered spaces two (2) hours plus the time allotted for other users as stated in KRS 186.042(5). Please take notice that this does not allow parking in the reserved spaces for patients only in the Student Health Services parking area. You must apply first for a Disability Parking Permit placard from the Division of Motor Vehicles. You must then take the placard and the accompanying registration information to Parking & Transportation Services for application. You will be issued a WKU Tier #2 Disability Parking Permit indicating your eligibility to park in any designated Tier #2 disability space, that is, the lots not otherwise restricted by yellow lines, postings, or any reserved or numbered spaces. The WKU Tier #2 parking permit must be displayed from the rearview mirror and the state issued placard displayed on the dashboard, or behind the WKU Tier #2 permit on the rearview mirror.
· The following parking locations are zoned for Housing or Commuter students and include designated disability spaces that are convenient to WKU Topper Transit shuttle stops.

Temporary Disability Parking:
· Temporary TIER #1
o Parking & Transportation Services can only provide temporary Tier #1 disability access to employees after the Division of Motor Vehicles has issued a Temporary Disability parking placard. You must then take the placard and the accompanying registration information to Parking & Transportation Services for application. For transportation to classroom or administrative locations, Topper Transit service is available. In addition, paratransit service is available.
o Parking and Transportation Services will accommodate a temporary medical disability for employees by granting a temporary Premium parking permit. Documentation from the attending physician stating the nature of the illness or injury and the expected time period that premium access will be needed is required. Temporary Premium permits are not issued for more than six weeks at a time. Should the temporary Premium permit expire and accommodations still be required, another, current letter from the physician will be needed to extend temporary Premium parking access. Temporary Premium access will not be granted for longer than a twelve week period. For transportation to classroom or administrative locations, Topper Transit service is available. In addition, paratransit service is available.
· Temporary TIER #2
o Parking & Transportation Services can provide temporary Tier #2 disability access to students, faculty and staff without a state issued placard from the Division of Motor Vehicles. Documentation from the attending physician stating the nature of the illness or injury and the expected time period that Tier #2 access will be needed is required. Temporary Tier #2 permits are not issued for more than six weeks at a time. Should the temporary Tier #2 permit expire and accommodations still be required, another, current letter from the physician will be needed to extend temporary Tier #2 parking access. Temporary Tier #2 access will not be granted for longer than a twelve week period. For transportation to classroom or administrative locations, Topper Transit service is available. In addition, paratransit service is available.
Topper Transit and Paratransit Service:
· All WKU transit (shuttle) buses are ADA equipped and may accommodate the needs of persons with a temporary or permanent disability. The transit style buses have kneeling capability and can carry up to 2 wheelchair passengers. Pick up/Drop off locations include South Campus and the Campbell Lane Park-n-Ride Lot. Please refer to our website at www.wku.edu/transportation/ or a Transit Guide for more details on shuttle routes, schedules, and stop locations. This is a free service available Monday thru Friday, 7:20am – 9:00pm.
· With proof of disability, (temporary or permanent) paratransit services are available. Disabled students who wish to use this service should contact Parking & Transportation Services at 270-745-2361 for more details.
· Anytime the shuttle service is not running; during the summer, severe weather or other circumstances, Tier #2 permits will be honored in all disability reserved spaces in all faculty/staff designated lots. Faculty/staff parking is open to all permits between 4:30pm and 7:00am. All Tier #2 permits are honored in all disability spaces during this time.
